Electrical Lineman - City of Hillsboro (updated 2/5/2024)

DESCRIPTION:  Lineman performs highly skilled, journey-level transmission, distribution, and electrical work in the installation,

 construction, maintenance, and repair of underground and overhead electric transmission, distribution and service lines,

 transformers, meters, metering equipment, electrical substations, and related equipment. Other duties include climbing wood

 poles, ladders, and towers. This class is responsible for performing related duties as required.


EMPLOYMENT STATUS:  All provisions of the Personnel Policy Manual of the city shall apply.

DUTIES AND RESPONSIBILITIES:

The Electrical Line Worker shall perform the following:

Essential Job Functions:

  • Work on all single-phase and three-phase applications in the electrical distribution system.
  • Drive/operate bucket or tree truck, and work from bucket or ladder as needed.
  • Operate chain saws, tree pruners, and chippers. Trim trees for line clearance.
  • Enter easements not accessible by trucks, climb poles, pull wire, and enter/exit ditches.
  • Operate trencher and backhoe for installation.
  • Install underground primary and secondary. Make stress cones for underground primary.
  • Install street light poles, streetlights, and wiring.
  • Build and hook up transformer banks, set and change out electric poles, set pad mounts, and hang transformers.
  • Train workers in repair, installation, and safety procedures at the direction of supervisors.
  • Build single-phase and three-phase meters.

Ancillary Job Functions:

  • Troubleshoot electric distribution problems.
  • Work 24/7 on-call rotation and extended hours as needed, including nights and weekends.
  • Comply with all City ordinances and policies.
  • Assist other departments and perform other related duties as assigned.


Education and Experience: (Combination of education, training, and experience will be considered)

  • High school diploma or equivalent.
  • Certification as a Journeyman Linework or with in 6 month period.


Knowledge, Skills, and Abilities: (not all inclusive)

  • Ability to take charge of situations concerning construction and maintenance of the electric distribution system.
  • Ability to lead and assist groundmen and apprentices in a safe manner.
  • Thorough knowledge of primary circuits, load consumption, metering ratios, electrical hookups, safety procedures, and all types of transformer banks.
  • Ability to operate bucket truck, tension equipment, electrical test equipment, meters, fault locators, and other related equipment.
  • Thorough knowledge of circuits, circuit breakers, and switches.
  • Strong verbal communication skills.
  • Ability to establish and maintain effective relationships with other employees, City officials, business entities, and the general public.
  • Ability to effectively organize and prioritize work as well as concentrate on multiple tasks simultaneously.
  • Ability to work under general supervision and make responsible decisions.
  • Ability to use good judgment and think quickly and rationally in difficult or stressful situations.


Work Environment:

  • May be required to work in confined spaces, hazardous traffic conditions, or high/dangerous places.
  • May be exposed to inclement outdoor weather, vibration, mechanical oils, airborne particles/fumes, moving mechanical parts, risk of electrical shock, potentially hazardous or cancer-causing

agents/chemicals, or loud noise levels.

  • Must be able to talk, hear, feel attributes of objects, grasp, push, stand, walk, drive, reach with hands/arms, stoop, kneel, crouch, climb, balance, and operate mechanical equipment.
  • Must be able to have repetitive wrist/hand/finger movement and manual dexterity.
  • Must have precise hand-eye coordination, clarity of vision, three-dimensional vision, and ability to identify/distinguish colors.
  • Must be able to occasionally lift up to 100 pounds.
  • Regular attendance is a necessary and essential function.
